As President Bush takes the stage tonight for the
2004 presidential debates, America will be reminded
of all the promises Bush made - and subsequently
broke - in his debate performances throughout 2000.
In a 2000 debate, Bush said that "by far the vast
majority [of my tax cuts] go to the bottom end of
the economic ladder." According to the nonpartisan
Citizens for Tax Justice, when his tax cuts are fully
implemented in 2010, the top 5 percent of income
earners will get more than half the tax cuts while
the bottom half of Americans will receive less than 8
percent of the benefits.[1]
In a 2000 debate, Bush said he believed gay
marriage is a state issue.[2] Then in 2004, he proposed a
constitutional amendment banning gay marriage.[3]
In a 2000 debate, Bush promised not to overuse the
military, saying "if we don't stop extending our
troops all around the world and nation building
missions, then we're going to have a serious problem
coming down the road, and I'm going to prevent
that."[4] Now, because of Bush's actions in Iraq and
efforts to cut soldiers' pay,[5] the military is facing
recruitment gaps,[6] morale problems,[7] and troops
who are stretched far too thin.[8]

President Bush continues to oppose allowing
American seniors to purchase lower-priced, FDA-approved
medicines from Canada.[1] His administration has
claimed those prescription drugs would be unsafe, and
is working to block a vote on bipartisan Senate
legislation to make reimportation legal.[2] But as a
new drug industry whistleblower notes, the scare
tactics are dishonest and untrue.
Dr. Peter Rost, vice-president of marketing for the
pharmaceutical company Pfizer, recently came out
and debunked the White House's argument, saying
reimportation "has been proven to be safe in Europe" and
that "The safety issue is a made-up story."[3]
Rost's comments are consistent with the Bush
administration's own FDA officials who have been unable to
provide any evidence that medicines from Canada are
unsafe.[4]
President Bush's opposition to reimportation is
backed by the drug industry - the same special
interest that has donated lavishly to the GOP. According
to the non-profit watchdog Public Campaign, the drug
industry has given Republican candidates more than
$36 million since 1999. President Bush has raked in
more than $418,000 from the pharmaceutical
industry, and lists many drug industry executives and
lobbyists as his top fundraisers.[5]

President Bush's energy plan calls for aggressively drilling oil and gas in pristine wilderness areas in the West and Alaska, as well as construction of hundreds of new power plants across the country. Many would be coal-fired plants, which contribute to global warming and cause air pollution and acid rain.
But if the President simply accelerated new efficiency standards for furnaces and boilers, commercial air conditioners and transformers, this oil and gas drilling would be unnecessary, according to a new report by three energy watchdog groups.
Under President Bush, the Department of Energy (DOE) has dragged its feet for years on new energy standards, even though each year's delay costs consumers and businesses over $7 billion in higher energy costs over the lifetimes of the inefficient equipment sold. Electricity savings each year would be enough to power 330,000 U.S. homes. Natural gas savings could heat about 170,000 homes.
"Enormous energy savings are at stake," said Steve Nadel, executive director of the American Council for an Energy Efficient Economy (ACEEE). "Strong standards for these three products could slash U.S. electricity demand by about 22,000 megawatts, eliminating the need for as many as 70 new power plants."
The Department of Energy named new standards for residential furnaces and boilers, commercial air conditioners, and distribution transformers as "high priorities" in 2001, but only last month were initial proposals finally issued. Under DOE's timetable, a final rule will not go into effect until 2009.
"With yet another winter of sky-high heating bills around the corner, it's a horrible time for DOE to walk away from its responsibility for establishing common-sense furnace efficiency standards," said Nadel.
In addition to being years behind on the current rulemakings, DOE has missed legal deadlines for another dozen products. The ACEEE report includes an appendix with state-by-state estimates of the impact new standards would have on energy use, energy bills, and the environment.

MOJAVE, Calif. (Reuters) - SpaceShipOne, a three-seat rocket plane with stubby wings and a nose studded with round windows, lifted off from the wind-swept Mojave desert on Wednesday in a bid to win a $10-million prize to spur commercial space travel.
SpaceShipOne, helmed by test pilot Mike Melvill, took off with its carrier jet, the twin-engine White Knight, toward a full moon that hovered above the scrubby desert on its first to try for the Ansari X Prize.
The Ansari X Prize will go to the first team to build a spacecraft without government help, launch three people or their weight equivalent at least 62 miles straight up, then repeat the feat with the same craft within two weeks.
The White Knight will circle upward to an altitude of about 50,000 feet before SpaceShipOne detaches and fires its rockets in an attempt to punch out of the atmosphere.
The craft was built by aircraft designer Burt Rutan's company, Scaled Composites, and financed by Microsoft Corp. co-founder Paul Allen. It cost $20 million to $30 million, a small fraction of the cost of similar government space programs.
On June 21, SpaceShipOne, became the first privately funded, manned craft to reach space.
Melvill on that flight spent about three weightless minutes watching the Earth curve below him under a black sky before gliding to a safe re-entry on the same Mojave runway.
On board Wednesday was enough ballast to stand for two passengers, including tools belonging to the team and Rutan's college slide rule.
Following a successful flight on Wednesday, SpaceShipOne will have to fly by Oct. 13 to meet the X Prize requirement of two space flights within two weeks. Rutan has tentatively set the next flight for Oct. 4.
X Prize founder Peter Diamandis said he was inspired by the $25,000 Orteig Prize won by American aviator Charles Lindbergh after his 1927 transatlantic flight.
Lindbergh's flight helped to demonstrate that air travel could be safe and affordable for ordinary people and blazed the trail for commercial airlines -- a feat SpaceShipOne seems poised to repeat for space travel.

President Bush has opined about the need for
democracy to be preserved, and for U.S. elections to be
fair. In 2002, he said "Every registered voter
deserves to have confidence that the system is fair and
elections are honest."[1] In 2003, he gave a speech
to the National Endowment for Democracy claiming he
had a "commitment to democracy."[2] But, as a new
report shows, Bush and the Republican Party are
doing everything they can to reduce democracy at home
as the election approaches.
As an article in In These Times notes, in August
2003 the CEO of one of the biggest manufacturers of
new voting machines wrote a fundraising letter
saying he is "committed to helping Ohio deliver its
electoral votes to the president next year."[3] In June
2004, Florida Gov. Jeb Bush (R) tried to remove
48,000 traditionally Democratic voters from the
Florida voter rolls,[4] prompting the U.S. Commission on
Civil Rights to demand an investigation.[5] In
July, a top GOP official in Michigan indicated his
party's effort to reduce minority voter turnout, saying
that the GOP will have "a tough time [in this
election]" if "we do not suppress the Detroit vote."[6]
In August, Jeb Bush's political appointee tried to
hire two top Bush fundraisers to represent the
election office in Broward County in the case of a
recount.[7]

In 2002, John M. Fitzgerald was the sole environmental analyst at the U.S. Agency for International Development (USAID), monitoring reviews and compliance on complex overseas development projects funded by loans that included U.S. dollars. That September, USAID eliminated his position without warning, and Fitzgerald was forced to leave.
Suspecting that the move was retaliation for his attempts to report legal violations and environmental mismanagement to Congress, Fitzgerald filed a complaint with the Merit Systems Protection Board, a civil service court.
On September 1, the Board agreed with Fitzgerald, ruling that his disclosures were protected under the Whistleblower Protection Act, and that making them contributed to the elimination of his job. He is now entitled to a full hearing to determine if he is to be reinstated, along with possible financial compensation.
Fitzgerald named several federal officials in his complaint, including Bush administration appointees Andrew Natsios, Administrator for USAID, and John Taylor, the U.S. Treasury Department Undersecretary for International Affairs.
Fitzgerald charged that USAID gave in to pressure from the Treasury Department, which was seeking approval to finance energy projects in South America, Africa and Eastern Europe. Fitzgerald had been preparing reports detailing a pervasive lack of environmental reviews, poor planning for likely environmental problems, and a failure to consider alternatives to highly environmentally destructive proposals. In an analysis of a proposed Chad-Cameroon oil pipeline project, Fitzgerald wrote that the pipeline developers themselves had done the environmental assessment, rather than the governments involved, as required by the World Bank (which was helping to finance the project).
He noted that issues such as financial and legal responsibility for oil spills, creation of parks and wildlife habitat to compensate for the areas lost to the project, and the impacts on indigenous and poor peoples were not being addressed.
Treasury officials removed this information from Fitzgerald's report before it was delivered to Congress. [2]
"This case is about the Bush administration censoring the information available to Congress and the American people, who are paying for these loans," said Jeff Ruch, executive director of Public Employees for Environmental Responsibility, or PEER, which is assisting Fitzgerald in his appeals.
A U.S. law--the "Pelosi Amendment" to the International Development and Finance Act of 1989-- requires U.S. representatives to international development banks, such as the World Bank, to deny U.S. support to projects that have not had environmental reviews.
The Pelosi Amendment requires biannual reports to Congress. Since Fitzgerald's departure two years ago, no reports have been made. [3]

President Bush and his allies have insisted that
violence in Iraq is limited to a few isolated pockets
of resistance. President Bush said last Wednesday
that there are a "handful of people who are willing
to kill in order to stop the process."[1] The next
day, Interim Iraqi Prime Minister Ayad Allawi told
reporters at a press conference in the Rose Garden
"there is nothing, no problem, except on a small
pocket in Fallujah."[2] Information in a secret
report compiled for the administration suggests that
Bush and Allawi are misleading the public about the
scope of violence in Iraq.
According to data collected by Kroll Security
International for the administration, there are about 70
attacks a day on U.S. and coalition forces,
compared to 40-50 attacks a day before the transfer of
authority to the interim Iraqi government.[3]
Moreover, the data indicate attacks in "nearly every major
city in central, western and northern Iraq."[4]
Allawi, in a speech to Congress last Tuesday,
described Baghdad as "very good and safe."[5] But the Kroll
data reveal that, in recent weeks, there have been
an average of 22 attacks per day on troops in
Baghdad.[6]
